Defendr asks only for the permissions its enabled modules use, and never for Administrator. Deleting messages needs Manage Messages, timeouts need Timeout Members, the verification and quarantine roles need Manage Roles, and creating the log or verification channel needs Manage Channels.
Two findings are about the shape of the permissions rather than the list: Defendr holding Administrator is flagged because it is far more than it needs, and channels Defendr cannot see are flagged because it cannot protect what it cannot read. Grant View Channel in the channels you want protected.
If permissions are missing, the fastest fix is the Re-invite with permissions link on the welcome card: it opens Discord's own authorisation screen for this server with exactly the permissions of the Standard set.
