When Defendr joins a server it creates nothing but its own configuration rows and posts one public welcome card. The card goes to the server's system channel if Defendr may see and write there; otherwise to the community updates channel, otherwise to the safety alerts channel, otherwise nowhere. Defendr never sends this card as a direct message.
The card offers three ways to start: the guided setup, switching on the Recommended preset immediately, or starting in Monitor-only, where Defendr logs everything and never deletes or punishes. Only members who may change server settings can use those buttons; everyone else is told to ask an admin.
When the guided setup finishes, the welcome card is rewritten to say who completed it.
